They are identical, but for some reason my OEM doesn't have anything in the .rgu file, and yours does. Also I just tried doing it with another cab, and the .rgu files is blank on that OEM as well. Everything else appears to be ok though. hmm....

Pdanet.cab does have registry entries. When it opens up the cab analyzer, you can click on the "registry keys" tab and see the single registry entry. This should be in the rgu file. I have uploaded the
oem generator and all the parts that I use to the ftp. Here is a link to my directory
