Fuze freezes in "Starting Windows"

Does anyone have any suggestions on how to get it to go past the "Starting Windows" screen? Here are the details: I downloaded a new ROM w/6.5. I am not sure if this was the problem or not. However, a couple of days later I experienced problems and it finally froze. If it would come all the way on, I could just do a hard reset to get it back to default conditions. However, it reaches this screen and will not go beyond. Therefore I cannot hard reset, nor can I do another ROM. I already have another phone, but I'd like to repair this one.
