I installed the cab file onto my device and the same message message appeared. I even flashed the ROM again and soft reset my device. I looked for any RegEdits but cannot find none that can fix this problem.

I can turn that feature on and off on my Vogue, I go into my texts, press "Menu" then press "options," click on "Text Messages" then check or uncheck "Request Delivery Notifications."

If Klauven's post above does not help you, then this will definitely turn off the system administrator message. Open up a registry editor and go here:
HKLM\Software\OEM\SMS
Then change Delivery Ack DWORD Data to: 0
If you need a registry editor, you can use this one.
