Can't flash ROM on New VZW Touch Pro SPL 0.40

I can't flash the ROM on my friend's new Verizon HTC Touch Pro. I flashed mine the standard way and the replacement I got.

I tried the standard method and it just sits at 0%.
I tried the manual SD card method and it shows
RAPH500 MFG
SPL-0.25.C-SSPL
MicroP-Wrong Platform(0x82)
MicroP-Wrong Platform(0x82)
PSOC-Raph STAGE_EVT v20

The only difference I can think of is his phone is brand new and when I go into the bootlooder screen it shows his SPL as 0.40.0000 . Is there a new unlocker for SPL .40 ?
