Why won't new prl work?

I have an alltel touch pro, when I first set it up, i used a verizon prl (51495) dailed *228 and did verizon programing. I was trying to get the data working and my settings reverted back to alltel I changed them back to vzn settings, tried to load the same PRL, now the phone does nothing (can't call *228 or anything). The only PRL that works is a alltel 30033.
