Because I don't want everything just as it was before the flash. One way in which ROMs differ is in small settings and tweaks. The "ROM upgrade mode" of a backup app will still overwrite or change some of those settings. If I'm going to give a ROM a fair trial, I need to install apps de novo.

For my purposes, Sashimi works fairly well for this.
