Stop Connect Screen

Almost every time I power my TP up from sleep (when the screen is black and you press the power button) it brings up my connection screen, asking me to enter a number to dial, user name, and password. I do not want to connect that way, as I am usually around a Wi-Fi router, and when I am not do not want to connect and get charged by my phone company. I haven't been able to figure out how to get it to stop. Is there anyway I can shut that connection option completely off so it stops bugging me?
