Does he need a Hard Reset?

Hey Guys:

A buddy on mine has the AT&T Touch Pro and fore some reason his memory card stopped working. But he had programs running from his memory card on his phone. Now he needs to delete those programs since they no longer exist, but they are not showing up in his "Remove Programs" list.

Does he need to do a Hard Reset?
