A Scrolling Bar for Most Recently Used Program Icons for Titanium is So Necessary

How would I go about making such a tab?

I'm imagining a custom bar similar to titaniumweather that has the icons of the ten or even twenty most recently used programs or files in the order they were used with five or so on the home screen at one time and that scrolls to the right to reach earlier ones, allowing a number of programs to be reached without the start menu.

What would I need to write something like that myself?
