i've never had to do anything other than install WMWifirouter on the phone and run it. I have version 1.25 (though i'll look into the new 1.3 version if it's available on the site) and i've paid for a license.
never had to mess with ICS. connects to XP, Vista, Ubuntu, OSX, iPhone OS, everything i've ever thrown at it with no problems on either my old Mogul, or my Touch Pro.

just look at the stickies... its posted there im using .91 with MR4.16.... works great

You do need a working copy of ICS in the system before installing WMwifitouter, it says that right on their website.
