why is my DATA speed so slow?

I'm in a pretty populated city (Milwaukee, WI) and I'm currently using MightyROM 4.16 with 1.1100F Sprint Radio and my PRL is 60652 and my speeds are 400kbs~800kbs with the Evdo Speed tweak

anyone have any suggestions on how to improve the speed of my DATA? I notice people having 1mbs speeds
