When I created OEMs, there were GUID DSM and RGU files already in a couple cabs. I deleted these before building the packages, which I believe sucessfully solved this problem.

you need to remove all the manila oems from the kitchen and then add the rhodium oems... i have a complete rom using the g5-32609 kitchen. just do some searching... there are a lot of good tips here and at xda also...

I believe nuePackageInstaller allows you to install OEM packages like cabs..
