Does the Touch Pro throttle?

Hey guys, just a quick question.. Does the touch pro throttle the CPU based on battery life? My phone seems to get extremely slugish when it gets around 30%... I know speed step / cpu throttling has been around for quite some time now I'm just curious as to if it's also designed into our device?

i hope there's someone in here that knows more about the Qualcomm CPU process load
