Both phones have to have BT on and set to see each other. Same as adding a BT headset.

i tired for hours to do this from my stock rom tp to a stock rom mogul and cant get a damn thing to send from either phone... how and the hell is this done?

Not necessarily. OBEX allows this without a hard pairing. You just need to have your receiving device discoverable. Both phones/devices must support OBEX. The built-in beam via Bluetooth sends files via this protocol. WM also supports OBEX receive, which will alert you in the event that someone attempts to send you data via BT OBEX.

1st, make sure both phones have BT on and visible. then make sure the beam is checked on both phones.
Now, from one device, tap "add new" under BT settings, that phone should find the other and tell you, it's device name. click on their device name and set a passkey. the discovered device will prompt that its being requested for pairing and ask that user(you) for a passkey. enter same passkey and it should be good to go. Sorry for the long instructions.

i can get them both paired but once i try to send a file on either phone it pops up an error and closes out the tranfser

just tested, succesfully sent a file from mogul to TP, the another file from TP to mogul, no pairing nessesary, both phones are running ppckitchen cooked roms though, not sure what they do for bt stuffs in the kitchen
