And to answer your question, no there isn't an App like that yet, and there probably will never be one for Windows Mobile. There are plenty of applications, even free ones like google maps and windows live search, that you can find restaurants.

ummmm I think you missed his point he only wants the app because he is indecisive at what and where to eat not because he is in need of GPS....
