i wish voice command would announce calls!!

i've tried older versions of the VC to get announcing to work. Once when i was on a call VC was able to announce the call waiting but that was about it. The diamond seems to have it work but I'm out of ideas on why TP doesn't work. The TScallerid.wav file is being created and you can hear the ringer volume drop where the VC is supposed to announce but nothing. Any one get further in their troubleshooting this?
