It's called PointUI. Here is the link to the applet I use called InfintiHome. You'll need to sign up to be able to download anything on this site, btw. All instructions and what not can be found here also. PM me if you need further assistence.

how did you get the wallpaper to cover the taskbar and softmenu with manila?

I found two png files in my windows directory taskbar.png and softkeybar.png and edited them. What I did is cropped the top and bottom of the wall paper I wanted to use and saved the cropped images as taskbar.png and softkeybar.png and added them to my windows directory. It was pretty much trial and error. I don't know if this will work for everyone. As of right now I'm running a ROM I created from Calkulins Kitchen v1.9. Its WM6.5.

That is a good find. You might also be able to just make the images transparent.
