Need help: Comm Manager screen is not responding

On the Comm Manager screen, the Phone shows as being "on". But the on/off slide does not respond when I try to toggle it. Instead, its GUI line gets highlighted and stays highlighted no matter how many times I hit it after that.

The same happens with EVERY device shown on the Comm Manager screen.

Please somebody help.
