Cookies Home Tabby helppy?

Alrighty so i want to know how to make this bar part of the home screen and not just part of the quicks links when you flip them all the way up. In other words the quicklinks you have if you flip it up their are three rows of them, but when yu flick it up again it leaves you with a bar that has the date time and alarm on it as shown in this pic.
