Trouble downloading cabs/fixes

I'm not the greatest at computers so please dont flame me

Anytime I try to download a fix to my computer it says windows can not open file.. windows needs to know the program that created it.

I've downloaded a lot of other things to my computer but for some reason I cant download any of the fixes.. What am I doing wrong?

I would appreciate any help.
