error 67 and framework 3.5 need help but still searching

hello all,

I am new to this, but I have succesfully unlocked and flahsed a new rom onto my phone but cant seem to get the activation to work I can make calls but no data I am posting so I can read the data thread in the FAQ below:

Tweaks and Fixes:
Basic:

• If your device is showing you random issues, such as speaker/ear piece being crappy out of the box, do a hard reset. Some have reported this simple task has solved their problems. You can do this one of two ways: either select clear storage from the system tab in settings (Start->Settings), or power off the device, hold volume down and OK, and hit the power button.
• If your data isn't working, try "link should be here"

. I dont really understand what framework 3.5 does because when i try to install it gives an error message. If anyone can explain why you need framework 3.5 or what it does that would be awesome thanks! Oh and I have a touch pro, mogul, and touch sprint versions but this is the first time I've got around to hacking into one! This site is awesome i must say!
