dword - hiddenemergencycallalertpage also folder Emergencycallalert but it doesn't seem to change settings but its a start to disable it

The other reasoning behind emergency mode is to restrict all unnecessary power usage. It allows the phone to last as long as possible. In fact Apple applied for a patent on it a while back to "get every drop" of battery power while in emergency mode.
