is my phone unlocked?

ok ive been reading around and im still haveing problems, and i dont wanna brick my phone again, already bricked one touchpro2. but i only have internet through my phone, so i have to use the manual unlocker...
it keeps saying that my computer isnt synced right with the phone, but mobile center finds the phone just fine.

I restart holding down the volume button and the tri color screen is up... does that mean its unlocked???

also i want to flash a rom, and i dont know where the hpl or cmonex program is, i have the unlocker program but thats an execuatble, i cant add my rom to any folder, or can i chose that rom once im running the unlocker instead of the original rom in the exe???
