Turn off Notifications Screen

I'm gonna give my TP2 another shot and I'm starting over. When you click on the task bar at the top where the battery, reception and such are listed, this notification screen comes up...

How do I disable it? I've had it disabled before, but I forget/don't really know how I did so.
