Prefix dialing, where is it?

it looks like if you go to the phone pad>menu>Global Smart Dialing (you have to scroll down the menu) is what it uses now. It's confusing to me and the 1 is grayed out like you can't change it. But is that what you are looking for?

I don't have the 1 in my contacts either and haven't had a problem.
