Clock .cab not installing correctly on Tp2

can someone tell me what im doing wrong or what im not doing
Im trying to install the following clock .cab to my Sprint tp2 running 6.5 2.5 MM FF. I noticed its the file does not end in .cab it ends in .rar so can someone tell me how to install it or just .cab it up for me
