Just tried the registry edit. It works fine for me. Verizon TP2, original WM6.1.
I now hear the ring-tone in the headset, hear the TTS at the same time, and get text-messages read to me through the headset (when present). No "bouncing" issues from headset to speaker and the volume of the ringer doesn't overpower the TTS. When the heaset is off, the calls go through the speaker like normal.

I do notice the ring-tone gets muted whenever the TTS speaks.
