i would just call sprint and talk to them about you plan and roaming. they can provide the best answers for you. a regional plan usually includes an area and the areas that touch it. i.e. when i had uscc living in il my plan covered il and the states that border il. if i went to like az i paid outrageous roaming charges. if your plan doesnt include roaming there is probably an add on for a small cost like nationwide roaming for $10 or something.

i agree that you did all the steps necessary to not roam, and sprint probably shouldn't be charging you for it anyways. maybe you have an old prl so you are using the wrong towers? Check and see which one you're on and if its not most recent and prl update doesn't work on your custom rom, then flash stock, update prl, then flash to whatever rom you want.
