I wish I had more information for you. I can only say that I too get that pop up every once in a while. It doesn't seem to correlate to anything specific, at least for me, and I just hit Dismiss. FWIW, I used to get it with the 6.1 stock ROM, and Mighty's 6.1 ROM also.

From what the tech guys at USCC told me it is just that the phone lost contact with the tower. Because of a glitch, something blocking the reception, and on and on. Lots of reasons but no fix.
 I just dismiss it when it pops up.
