hey, google voice will allow you to make outgoing calls, but it costs. that why you add money to your account.

im looking for an alternative to using my GV number to show up as my caller id, so when I wanna start my new identity, i dont have to change my real cell number.

OK you can use onedialer to make outgoing google voice calls over your data connection so there.

its not data though, for the actual call. you are using data to log into the web interface and initiate the call. you then tell googlevoice what number you intend to call.. it then asks you what number of yours you want to use to call that number. then logs off of data and a few seconds later your cell phone rings. for example...

I want to call 1800-555-1234, my cell phone number is 707-666-5678, it logs in to gv, then puts the outgoing number of 1800-555-1234 and then data connection is disconnected and then it rings MY cell phone of 707-666-5678, when i pick up my cell phone, it connects the call and the 800 number rings.

GOOGLE VOICE IS NOT DATA AS IN voip, only to initiate the start of the call which is carried over to your phone line.

Rhodium500 you are really mistaken, and should read/try it so you can see for yourself.

read the very first line under features "*Dials numbers through your Google Voice account and has them ring back to your phone. With this app, your phone will automatically pick up the call once it comes in without your phone ringing."

Yes. It can be done. Yes, there is a way. yes, there is a tutorial. In order to do this on a Windows Netbook you will need to install a Linux Virtual Machine (VM). Pretty much everything you need to know in order to set up the VM and phone system software is right here, and pretty dummy proof. It just takes time to read and download the FREE products to make it happen and set up the additional FREE Phone number. Here you go:
