Help with a program

I have written a few programs using C# but nothing for a hand held device and I was wanting to write a program for the Touch Pro 2 that linked to an internet database that would provide individuals with the locations and information about places visited on "Diners, Drive-in's, and Dive's."

I have an internet database already being updated and providing JSON calls and I feel comfortable writing the front end. I am needing help with connecting to my database from the phone and once I have created my .exe file how would I create a cab file to install the program on my device?

Any help would be appreciated.
