changing colors on task bar/soft keys TEXT and icons now

I attempted a search, and came up with nothing. I want to change the color of TEXT of my task/title bar and soft key bar (top and bottom bars) I don't know what they are actually called. I have UI tweaker but I don't see a setting in there, so I was wondering if there is a different program that will handle this? I'd like to change the color of the word start, the battery icon, etc as well as the soft key texts. Thanks in advance!

Would you guys say that the top and bottom bar text corresponds to values 9 and 18, respectively?
also what's the best registry editor around here? I got a freeware one from google but it says access denied when I attempt to edit. Thanks.

amazingly when I go to
HKLM\SOFTWARE\Microsoft\Color

I do not have a '9' lol yar.
I created a 9 and it worked. But the rest must be icons..
I don't see the softkey text listed hm

You will probably need to add it. It is not there because whichever theme you have now is not using that entry or has set the color somewhere else.

On a related note, is there a program or a guide as to how I can change the top bar icons? substitute my own, or implement someone else's via a .cab or something? I don't mean to bump, but I really don't want to start a new thread. Still haven't figured out the bottom bar text reg value.
