Metro PCS WAP and MMS working but have to refresh everytime using it

I really need help on this. I have my metro MCS wap working but I have 2 problems:

Everytime I turn off the phone I have to reset up the http for proxy server. Any way that I don't have to do that.
When I use explorer it always coming up with the page form metro pcs showing that resource not found and I have to get out and reload the page I want to access. Any way to avoid this. It just annoyed
