hardware Switch no longer works

Hello, I've had a build that i was using for a while in which i grew accustomed to the hardware switch controlling the ring/vibrate feature and not the wifi. That build had other issues and I made another (20273). I can't get the hardware switch to work anymore, no matter what I do the wifi still comes up. Any ideas?
