My phone is stuck in the green windows mobile loading screen!

Hey. So my phone was working fine all day and then when i left the doctors office the touch screen wasnt working. I did a soft reset and it wont go past the green loading screen at all. It dims down after a little bit and if i push a button a few times the backlight will sometimes get brighter. Im not sure why it does this and is there any way to fix it??? Any way i can flash a new rom or something on there??
