Picture Mail error

Forgive me for I have searched and have no answers to date. I'm wondering if it's my phone, or due to the new billing cycle implementation that I'm unable to view the recorded videos I take on the Mogul when I send them as picture mail? I send them from phone as an attachment through hotmail then fwd to picture mail account, once there the message is unviewable, however, the option of selecting next or previous is present?
