I have 60610 after the 3.16 update, should I go back to 60611? If so, how do I do that?

If the PRL is bad, can you hardreset back to the old one?

Has been that way for the last few days downtown, have spotted a few Sprint techs walking/driving around checking readings on equipment....... they don't talk much.....

Actually, hard resetting does reset the PRL to the version shipped in the ROM.

A PRL will do nothing (positive or negative) to native service except in the rarest of circumstances.

I agree.I think a PRL update only tells your phone the preferred towers to roam off of.

Exactly. PRL=Preferred Roaming List. And as AnthroMatt said...it's very rare that updating your PRL will affect your phone in any way.

Correct.

The only time a new PRL would effect native service is if a new SID is created or acquired (such as when Sprint took over Qwest's network in places). Qwest SIDs were switched from "Roam" to "Home" in the subsequent PRLs, but that is about the only time I can think of when a PRL will change much for native service.

Cell companies only have themselves to blame for this...they "market" PRLs as a way to get new towers, when in reality they could throw up 1,000 new towers a day and so long as the SIDs are already in the PRL, the phone will "see" the new towers without any kind of update.
