ICS speed varies by phone

I have 2 Sprint lines both with 6900s. Last week I bought a used 6800, did an ESN swap for one of the 6900s, did a hard reset and stopped before loading sprint portion, did a few of the reg edits for tether and loaded the wifirouter cab. I did the same edits as I did on my 6900 except the wifirouter. During several ICS tests where I swapped phones back and forth I consistently get download speeds of 1.5 meg with the 6800 while the 6900 gets .300meg.

Anyone have a good rationale?
