12 kbit 1xrtt speed on Mogul?

I have a Mogul running rom 2.08.651.4, radio version 1.32.00, prl version 60608, pri version 1.24.003.
I have done a few registry tweeks involving tethering but have reset these to default, added the disconnect button for the internet, and am running memmaid, sqb backup, and intelligolf. My problem is that no matter what kind of signal I am getting or where i am at, the internet speed on dsl reports is from 12-16 kbits. I have a friend with the same phone plan and a palm pda that gets 70 kbits standing right next to me. The only answer i get from Sprint is to hard reset and then see if it will work. I do not want to put all the programs back on the phone unless i have to.
Anyone have a possible solution or settings that will work.
