using prepaid SIM in India - how do I dial locally?

Hi,

My phone is unlocked and I am using a Vodafone prepaid SIM in India while traveling here so I have a local number. Works great to receive calls. Unfortunately I can seem to make calls or send SMSs well - everything I do has a 1 added when dialing, texts don't go through, etc. I'm not able to dial landlines or mobiles. Are there settings I need to change that I haven't tried yet? I just updated my location to India (the first of the two), but haven't noticed a change yet. Can anyone help me with Indian dialing instructions for a dummy, which apparently I am since I can't even make a phone call ?
