PRI, PRL help...

First off, I apologize if this adds to a conversation that may already be going on. I have searched for info in regards to understanding better what these specific areas mean but overall a full picture for understanding is not easy to achieve from spread out topics that mention them briefly.

Okay here is my question, is it possible on an Alltel phone on the Alltel Network to change the PRI say to Sprint, to unlock the GPS, and then change the PRL to either Sprint or a compatible Verizon PRL that does not cause roaming, leading to extra charges on my monthly bill, on the Alltel network and does not significantly reduce internet speeds?

I am wanting full capability of the GPS on my Touch Pro but know that Alltel has it locked unless you use the Alltel Navigation program which costs you extra money each month. That I am not interested in.
