Start menu flash on today screen?

Hello everyone,

When my phone is locked and the screen is off and I press any button to turn on the screen the start icon on the far left top corner and the x in the right flash two or three times for a second. Then its gone but my today screen is the way is suppose to be the whole time this is happening.

This is all happening on the today screen b4 I unlock my phone. Seems like a glitch but im wondering if anyone else is having this problem.
