how to change and/or update ROMs?

I'm so confused after looking at a billion different threads talking about flashing, pushing, rooting, etc.

I've already put Fresh 1.1 on my phone. I was wanting to either get Fresh 2.0b or DamageControl. Do I just do the whole process of rooting and everything again (described here) or is the process shortened since I've already done all of that before? Will I need to remove the current ROM in order to put a new one on or will the new one install over the old one?

You do not need to root again. So that is not what you want.

How to flash it:
Boot in to recovery and create a nandroid backup
Use the menu item “Wipe data/factory reset” (yes, a restore is required)
Apply it like a normal update.zip — be patient. The first boot will take a while.
After it finishes booting for the first time, restart it at least once!

Taken directly from his site. (Fresh)

So take 1.1 off the root of your SD and put the ROM you want on your SD and follow the directions.

so I should start on step #9 on the page I linked to then?

Also, factory reset? As in everything on my phone will be deleted?

Just do what I put there, you already have a recovery image and have achieved root on your phone, I am assuming, since you are on a custom ROM. Go the Fresh' site and read a lot, you don't need to worry about the page you linked to because that is how to root, you have already done that.
