Regedit should do it...Navigate to HKCU/Software/Microsoft/Today/HTC Black.tsk (htc black.tsk being the active theme). Then you need to change the binary code to the color you want for the string Color_CommandBarText.

Stock TMO rom. Sticking with basic HTC style until a good rom comes out. Both honeycomb start menu and list view start menu are shown.
