yeah, there are several. They low end one is an adaption of VNC. Do a market search on remote view.

Many of the application and it's supporting tools are available in market. Google or Android site has available many of the application, which you want to choose pro-pare way on them.

Depends what you mean by "Control". Theres graphical (like VNC mentioned above) and you can always ADB (Root shell access). There's a mymobile-esque app but its for rooted only ATM
