I have been doing the same thing. I don't think it is a Rights issue. It may be the way Windows does compression or the images formats are not exactly as the phone expects.

Something is mismatched. I was trying a month ago before 3.7 and gave up. There was an app on the market that is supposed to do this but it is a POS.

I found the answer.
It was win zip issue.
7zip works.
Same thing with editing images in .apk
The key is not to replace existing image,but erase it and use as a base layer in gimp or photoshop :)
