Question about Custom Rom

I have a noob question and would appreciate any type of feedback. If I flash a custom rom that has uncapped fps does that help improve camcorder and camera shots? Because the camera on the Evo takes pretty good pictures, but my hand and the person i'm taking a picture of has to be completely still or the picture will come out blurry. Same with the the camcorder whenever I record something I have to move slow or else whatever i'm recording will come out blurry. Thanks in advance for any help.
