USB port stuck on charge only

Hey everyone, thanks for looking. I've been a long time lurker since the Apache, and now I have an EVO.

Everything is great with the phone and all but I have a problem. Anytime I connect my phone to the PC the EVO will not communicate with the PC. It will only charge and act as if I merely plugged the phone into the wall charger.

I know what you're thinking. The cable is bad or the port is physically broken right? Well if I go to the Evo's boot menu (with the android skating) and choose the HBOOT USB option or the FASTBOOT USB, the phone will communicate with the PC just fine, I can see the device on my machine and everything. This leads me to suspect its some problem with the OS.

I'm using OMJ's Custom Rom: 3.26.651.5 OMJ_EVO_2.2_Froyo_v3.0

Now you're probably thikning, its the ROM, must be a bug. Well I've tried factory resets, wiping both caches, restoring the stock rom with another reset/cache wipe. All this effort and it still won't work right.

The only beam of light I had is when I had the stock (still rooted, btw) ROM, unmounted the SD card and reset the device without remounting it with the USB cable plugged in and it worked until I unplugged the usb cable. Then it wouldn't work again.

Does anyone have any ideas? I'm pulling my hair out trying to figure this out. I don't want to have to get another one, I just can't imagine what the problem is.
