I have noticed this issue as well. As for HTC phones lagging...This phone is by far the best ever made. I have only experienced an issue with lag after the latest phone update - using 4G (which is rare).

The lag may be because of testing for the 4G rollout on Nov. 2nd here in NYC. I have noticed some weird 4G stuff the past couple of days whereas before it would work almost perfectly. I am also noticing I am getting 4G in a lot more areas the past couple of days. I work all over Queens and Brooklyn and I've been getting more and more 4G coverage to the point where tonight I have it on the Queens/Nassau border!! (5M down/2M up just now)

Nope no lag here,it sometimes gives a little spike while the radio is turning on but after that all smooth.

I find that you can avoid having to reboot by shutting down 4g by going to settings/wireless & networks/4g settings as opposed to using the 4g widget. Works for me, stops the lag, but I haven't tried it on another phone.
