htc evo 4g

I have the htc evo 4g from sprint. I have 2 questions:

1. can i used my evo as a webcam for a pc?

2. if yes to 1, if someone googlemaps me, will the map show them the destination to where im webcaming?

the reason i ask the second question, as i googled my partner it showed me a different state; eg: (boston). my partner was in the city as i did the sprint locator and showed me nyc.

so im a lil confused. googlmaps works fine every other day.

can someone help me please.....?
